Adjusting the specs for better brakes is alittle tricky,
even though each original SCS PTTM truck in game has 2 - 3 version of brakes you can buy through the in-game ( Truck Up-grade ) shop they are still shy short of being able to do what they need to during game play..
so to help out I will explain the basic tuning of your Brakes..
the files needed will be found in your truck folder
My Documents\18 Wheels of Steel petal to the metal\makes\truck\ {and the truck you want to edit}
in the truck folder you will find 2 - 3 folders named:
brakes0
brakes1
brakes2
etc...
open the folder you will to edit and you will see a file named !desc.DEF.File
open it with NotePad
and it will look like this:

A - this indicates the brakes stoping power. raising this number between 1200 - 3000 will allow the truck to be able to stop empty or loaded with the game's physics so adjusting the numbers *starting low and adjusting up* will give you more of an idea of how real you would like to how your brakes react during game play...
NOTE! any number higher then 3000 will have your truck stopping short of a dime empty and cause you to jake-knife loaded depending on the weight you may be pulling.
B - this indicates how much pressure your brakes will apply during game play braking...
adjusting the numbers from 5 - 20 is ideal but depends on what your braking power is set to..
AGAIN! start with a low number and adjust up to what feels right for you.. test empty & loaded for best results..
and NOTE! too high of a set number on the pressure side will have your truck doing a nose plant in game or doing crazy barrel rolls at high speed, imaging that with a trailer attached..
keeping the numbers at a set even ratio will work better while adjusting for ideal braking during game play..
Example:
brakes: 1200
pressure:5
I have mine set at
brakes:2900
pressure:10.0
but this may not work with you and your style of game play driving...
